Well, it does!! It looked adorable, and it does come with the under tank and skirt, which are very soft and the perfect lengths. The outfit isn't itchy, it's oversized but perfectly done. I honestly could go down a size but I like things oversized. I think if I went down a size, the waist of skirt would feel too tight and it feels comfortable and loose without falling down. I am 5'1", 165 lbs, D cup bust, and size 10/12 pant. and I purchased XL. Could definitely fit into large, but it just depends on your preference of fit! Great quality set and I'll be wearing this on my bach!!!!"
